• IBR is a federal program that was enacted as part of the College Cost Reduction and Access Act of 2007, and became available in 2009.
• Best for borrowers who have low income compared with debt, are experiencing financial difficulty, or who are interested in pursuing a career in public service.
• The maximum repayment period is 25 years. After 25 years, any remaining debt will be forgiven. However, the forgiven debt is taxable income.
